President Barack Obama has nominated Victoria A. Espinel to be the U.S. intellectual property enforcement coordinator, a post created last October when the U.S. Congress passed the "Prioritizing Resources and Organization for Intellectual Property Act of 2008."
The law is aimed at reinforcing U.S. efforts to stop movie, music, drugs and software piracy. The intellectual property enforcement coordinator is housed in the Office of Management and Budget, and the nominee has to be confirmed by the U.S. Senate.
Espinel previously was appointed in 2005 as the assistant United States trade representative for intellectual property and innovation at the Office of the U.S. Trade Representative. From 2007-2009, Espinel was a visiting assistant professor at the George Mason University School of Law. She has also acted as advisor on intellectual property issues to the staff of the Senate Judiciary Committee, Senate Finance Committee, House Judiciary Committee and House Ways and Means Committee
National Music Publishers Assn. president and CEO David Israelite applauded the selection of Espinel. "Victoria will bring policy expertise and political savvy to this role, which requires working with agencies across the government to improve efficiency and effectiveness," Israelite said in a statement. "The music publishing and songwriting industry looks forward to working with Victoria in this capacity and values the Administration's commitment to bringing to fruition the goals of the PRO-IP Act."
